"VDA Approved" in Varanasi: How to Check If It's Actually True

Walk through any growing belt in Varanasi and you will hear the same three words: “VDA approved hai.”

Sometimes it is true. Often it is a phrase doing a lot of work in a sentence that would collapse if you asked one more question. This is how to ask that question.

What “VDA approved” actually means

The Varanasi Development Authority (वाराणसी विकास प्राधिकरण) sanctions layouts and building plans for land in its jurisdiction. An approval is not a general blessing on an area. It is a sanction for a specific layout on a specific parcel of land.

That distinction is the whole article, because it is where nearly every false claim lives.

The trick that catches most buyers

Being inside VDA limits is not the same as being VDA approved.

Falling within VDA’s jurisdiction only means the authority regulates that area. Approval means VDA actually sanctioned that layout. A seller can tell you, entirely truthfully, that the land is “VDA ke area mein” while the layout is completely unapproved — and many do.

If a seller says “VDA approved”, your next sentence should be: “Approval number kya hai, aur kis Gata par hai?”

The two-minute check that settles it

VDA publishes a live list of approved and non-approved colonies on its own website.

Go to vdavns.com/colony and look for the colony name. The authority lists both categories, so this single page can confirm an approval or expose the absence of one. Sanctioned maps are also published under the approved-maps section.

Do this before the site visit, not after. It costs nothing and it will save you a wasted trip and, occasionally, a great deal more.

Four ways an approval claim turns out to be false

1. The approval belongs to a different plot. A layout sanction is tied to the Gata / Arazi number written on it. An approval for the adjoining parcel does not extend to yours. Take the Gata number from the sanction, take the Gata number from your khatauni, and check that they are the same number. This is the single most productive check on this page.

2. The land is still agricultural on the record. If the khatauni on UP Bhulekh classifies the land as agricultural, you cannot legally build a residential structure on it without a Section 143 conversion under the UP Zamindari Abolition and Land Reforms Act, 1950 — an order passed by the Sub-Divisional Magistrate. Plots sold as “residential” while still recorded as agricultural are one of the most common problems in Varanasi’s expanding belts. Ask to see the Section 143 order, not a promise that it is coming.

3. The approval is for a smaller area than what is being sold. Sanctions are granted for a defined extent. Sellers sometimes obtain approval for part of a holding and then market plots carved out of land beyond it.

4. “Approval is in process.” This is not approval. It may become approval. Until an order exists with a number on it, you are buying an intention.

What to ask for, in writing

  1. The layout sanction / approved map, with its number and date
  2. The Gata / Arazi number on that sanction — matched against your plot’s khatauni
  3. The khatauni showing land class, and the Section 143 conversion order if it was agricultural
  4. For any project of scale, the UP RERA registration number (registration is mandatory above 500 sq m or 8 units)

If a seller will not put an approval number in a WhatsApp message, you have learned something useful for free.

Why this matters more than it sounds

VDA acts. In July 2024 the authority demolished illegal plotted development across 46 sites covering 184.76 hectares, and it publicly warns residents against buying or selling property with illegal construction or plotting.

A buyer in an unapproved layout is not merely holding a paper problem. Structures can be removed, services and connections become difficult, and resale becomes someone else’s version of this article.

How do I check if a colony is VDA approved in Varanasi?

Varanasi Development Authority publishes a live list of approved and non-approved colonies on its own website at vdavns.com/colony. Check the colony name there first. Then ask the seller for the layout sanction and match the Gata / Arazi number on that sanction to the Gata number of the exact plot you are buying — an approval for a neighbouring parcel does not cover your plot.
