Circle Rate in Varanasi: How to Check It and What It Means for Your Registry Cost (2026)

If you’re budgeting for a property purchase in Varanasi, there’s one number that quietly decides a big part of your registry bill — and most buyers never look it up until they’re sitting at the sub-registrar office. It’s the circle rate (सर्किल रेट): the government-notified minimum valuation for property in your specific area.

Here’s the part that matters: stamp duty is charged on your purchase price or the circle-rate valuation — whichever is higher. Get this number wrong in your budget and your registry cost can surprise you by tens of thousands of rupees, in either direction.

One honest note before we go further: circle rates in Varanasi vary lane by lane, the lists are revised by government order, and third-party figures floating around online are often stale. So this guide deliberately quotes no per-square-foot numbers. What is the circle rate, in plain words?

Every area of Varanasi has a minimum property valuation notified by the district administration (that’s why people also call it the DM circle rate). It exists so that property can’t be registered at artificially low prices to dodge stamp duty.

  1. You can’t save duty by under-declaring. If the circle-rate valuation of a plot works out to ₹45 lakh, you pay stamp duty on at least ₹45 lakh even if your deed says ₹35 lakh.
  2. If you pay more than the circle rate — and in good areas you usually will — duty is on your actual price.
  3. The rate depends on the exact lane, road width, floor, and property type, not just the locality name. Two plots in the same mohalla can carry different valuations.

What may have changed recently in Varanasi

Two things are worth knowing about where Varanasi’s circle rates stand — and we’ll say plainly that the picture varies area by area, so treat this as a reason to check, not a promise about your lane:

Many areas may have jumped. Varanasi implemented revised circle rates effective August 2025, alongside other major UP cities, and reports suggest hikes on the order of 15–25% in a number of localities — with areas near new roads, corridor projects and commercial hubs said to have moved the most. Buyers in and around fast-developing belts may find the official valuation noticeably higher than an older figure they had in mind.

Some pockets may still be running on old lists. At the same time, buyers and sellers in a few areas report valuations that appear not to have been revised for many years. This is not unusual in Uttar Pradesh — Lucknow, for example, went roughly a decade between revisions before its 2025 update. In such pockets the circle rate may sit far below the actual market price, which changes the registry math completely: duty gets charged on your (higher) real price, and the official valuation tells you very little about what the property is genuinely worth.

Either way, the conclusion is the same: the only figure that counts is the one on the current official list for your specific lane.

How to check the official circle rate for your plot (5 minutes)

  1. Go to igrsup.gov.in — the official UP Stamp & Registration (IGRS) portal.
  2. Find the मूल्यांकन सूची (valuation list) section.
  3. Select Varanasi as the district.
  4. Choose the sub-registrar office (SRO) that covers your area.
  5. Download the rate-list PDF and locate your mohalla/road. Note that rates typically differ for residential vs commercial, plot vs built-up, and by road width.

What this means for your actual buying decision

  • A big gap between market price and circle rate cuts both ways. In a pocket running on an old list, your duty may be assessed simply on your purchase price — no surprise there — but a seller quoting “market rate” far above everything official deserves extra verification of comparable deals.
  • A deal priced below circle rate is a flag, not a bargain. The registry will still value it at the circle rate, and large gaps can draw income-tax scrutiny for both sides.
  • Rates can be revised again. If you’re planning a purchase months from now, re-check the list when you’re actually ready to register rather than relying on today’s figure.
